ISLAMABAD, Dec 15 (Agencies): Pakistan has proposed the construction of a bridge across the Ravi river connecting two Sikh Gurudwaras on opposite sides of the border with India. Pakistan has presented the proposal to India to build the bridge on the Ravi river in Punjab that will connect the two Gurudwaras located in Narowal (Pakistan) and Batala (India), sources said. Pakistani federal minister Ahsan Iqbal approached Prime Minister Nawaz Sharif and floated the idea to promote bilateral peace and harmony and also to boost trade and commerce in Narowal district, the News International reported citing the sources. An official said if the proposal is approved by India then Sikh pilgrims would find it easier to move between Gurudwara Darbar Sahib Kartarpur in Narowal and Dera Baba Nanak Dev Jee in Batala via a shorter and less tiring route. The Gurudwara Kartarpur was established by Guru Nanak, the founder of Sikhism, in 1522. It is believed to be the first Gurudwara ever built and where Guru Nanak is said to have died. The Gurudwara is located next to a small village named Kothay Pind on the west bank of the Ravi river. Sikh devotees in Punjab in India often gather near the fence bordering Narowal district and offer prayers while looking at Gurudwara Kartarpur Sahib across the border. AGRA, Dec 15 (Agencies): Union minister Ghulam Nabi Azad today said the Aam Aadmi Party was in a quandary about government formation in Delhi, as its leaders have found the reality “very different from the dream world they had been living in.” The number of seats they have won is far beyond their expectations, and “with no experience of running a government” they are finding it hard to come to terms with the reality, Azad told reporters on the sidelines of a function here. Disse, numa entrevista que deu ao PUBLICO em 2008, ano marcado por grandes manifestacoes de professores: "Tem-se dito que nao se fazem as reformas sem os profissionais, mas a historia ensina-nos que nao se fazem com". Depende muito de sector para sector. Ha pessoas que dizem que nao se muda o mundo com leis. Sim, as leis nao sao suficientes. Mas muda-se o mundo com leis. O voto das mulheres, a escravatura... Exactamente. E com leis que se muda o mundo e essa e a melhor maneira de mudar o mundo porque o que a Historia nos mostra e que todas as outras formas sao piores. E, portanto, no que respeita ao envolvimento dos diferentes actores neste processo de mudanca, a Historia, o que nos mostra, e que muitos processos de mudanca se fizeram contra os interesses e que, em outros, houve o envolvimento dos interesses. Nao ha uma norma unica e na Educacao ha imensos exemplos: a escolaridade obrigatoria, por exemplo. E uma lei, uma norma, que, quando e instituida, vai contra os interesses das familias, nao se faz com as familias. A massificacao do acesso ao ensino faz-se contra as familias. Nao ha muitos anos, a GNR ainda ia a casa das criancas busca-las para as levar para a escola, o que mostra como as grandes mudancas nao se fazem com o envolvimento dos interessados. Quando se olha em perspectiva, nao acho. Fizemos um progresso notavel. Com a mesma escola que temos hoje, em alguns casos a mesma escola fisica, fizemos a passagem do Estado Novo, em que a unica coisa que tinhamos era a 4.? classe, com uma rede de escolas espalhadas pelas aldeias, de professores, nalguns casos, com pouca preparacao, com a caixinha dos solidos e os mapas, as reguas, tudo igual, de Norte a Sul. E nos conseguimos constituir em cima dessa heranca um patrimonio excepcional, as escolas do 2.? ciclo e do 3.?, e do secundario, depois o ensino profissional, formacao e profissionalizacao de professores, a partir de certa altura ja com os sindicatos envolvidos nestes processos de mudanca, ja com as universidades... Nao penso em mim nesses termos. Sinto sempre que sou Maria de Lurdes Rodrigues. Nao sei... Olho para tras, penso no trabalho que fui fazendo, nos projectos que fui desenvolvendo e acho que me oriento muito pela concretizacao. Gosto de ter ideias mas tambem da oportunidade de as concretizar. Gosto desse lado da vida de construir, de fazer. Fazer. Ter projectos, concretiza-los e ao fim de tres anos dizer: "Esta feito. A medida que tomou como ministra que mais contestacao gerou foi o modelo de avaliacao dos professores. Tentou po-lo em pratica sem o apoio dos professores, contra os professores. Ficou a ideia da avaliacao. A ideia de que era preciso uma avaliacao com consequencias, essa ficou. Nao sei se na pratica esta em vigor nas escolas, isso sinceramente nao sei. O ciclo do meu mandato foi muito longo. E a propria ideia de avaliacao teve um percurso. Acho que a questao mais critica no caso dos professores sao as suas consequencias. Mas toda a mudanca que se fez no Estatuto da Carreira Docente (ECD) nao posso dizer que a tenha feito contra os professores ou sem os professores, ou ate sem a auscultacao de outras forcas politicas. Foi um processo muito mais negociado do que no final parecia ter sido, envolvendo ate o PSD no desenho de algumas das solucoes, nomeadamente na estruturacao vertical da carreira, etc... mas depois a politica tambem tem as suas conjunturas. Nao sei, a minha ideia era que a avaliacao tivesse consequencias e que os professores deixassem de progredir na carreira apenas com base no numero de anos de servico e independentemente de estarem ao servico ou nao, com base na mera contagem dos dias de trabalho.... agora nem sei como e... mas era assim. Na educacao isto e novo. Se fizer o estudo da evolucao das politicas educativas vai encontrar uma continuidade. Nao e verdade. Os programas que estavam em vigor quando eu cheguei eram de 1989, do tempo de Roberto Carneiro. Alterou-se o curriculo em 2000/2001, mas os programas mantiveram-se intactos. E uma percepcao publica que eu aceito que existe, mas que esta desajustada. No pre-escolar nunca mais ninguem mudou o pre-escolar [desde Marcal Grilo]. Ha uma continuidade e um esforco no mesmo sentido: mais alunos, mais tempo na escola, mais servicos educativos. No livro que acaba de lancar, Politicas Publicas para a Reforma do Estado, com Pedro Adao e Silva, conclui-se que tudo esta errado na actual reforma do Estado — ou que nao e sequer uma reforma. Estudar o que esta feito, olhar para tras, recolher informacao e conhecer muito bem o que foi feito, a heranca que tem, aquilo que e a trajectoria, o legado. Nao tem sentido introduzir qualquer mudanca sem conhecer o legado. Os riscos de desperdicio e de inflexao de trajectorias que ate sao positivas e muito grande. O primeiro ingrediente e conhecer, e ter informacao, e saber. E depois ha as comparacoes internacionais, o que se faz la fora, o que pode ser inspirador, quais as grandes metas e objectivos que podemos alcancar. Nao. Sobretudo — e e uma marca deste Governo — ha um enorme desprezo pelo legado, a ideia de que em dois anos se muda o pais. Ouvi coisas muito preocupantes: que era um erro que o Tribunal Constitucional pudesse proteger "coisas como o Servico Nacional de Saude". Que os governos deviam poder destruir o SNS porque no final da legislatura seriam avaliados e o Governo seguinte poderia reconstruir. Ora isto e nao saber nada de Estado, nao saber nada de instituicoes publicas. Uma instituicao como o SNS demora 30 anos a construir, exige a formacao de medicos, a construcao de hospitais, de sistemas, afectacao de recursos. Nao se faz em quatro anos, nao e o tempo de uma legislatura. Ter a nocao de que isto pode ser destruido, que tanto faz, que podemos destruir o SNS porque no final vamos avaliar o Governo e no ano seguinte outro Governo constroi, e nao saber nada daquilo que se esta a falar, e nao saber nada de politica, nao saber nada de instituicoes, e nao saber nada de Historia, e nao saber nada de nada. E de uma leviandade, de uma ligeireza... Achar que um governante, so porque ganhou as eleicoes, pode mudar todo o quadro de regras de funcionamento de um pais e algo que nao tem que ver com democracia, tem mais que ver com regimes autoritarios. Um compromisso e um conhecimento. Se fossem um pouco mais conhecedores das materias sobre as quais estao a intervir e os efeitos da sua accao isso ja era um elemento importante para os por em guarda. E depois ha a humildade, a negociacao e o compromisso: perceber que mesmo que eu tenha uma ideia muito boa, ela vai ter que ser confrontada com a realidade e com as visoes dos outros e que eu tenho de negociar. A si dirao que nunca lhe viram humildade… na oposicao e facil pedir humildade aos lideres. Nao e verdade. Quando olha para a politica educativa daqueles anos verificara que a maioria das medidas foram consensualizadas e respondiam as expectativas de outros agentes. Nao teve nenhuma contestacao as Novas Oportunidades, aos cursos profissionais, a construcao dos centros escolar, a Parque Escolar. E foram programas lancados sempre no conhecimento e no respeito daquilo que era o legado. Devia estar em permanencia na agenda. Esta crise abalou muitas das nossas instituicoes. Um dos balancos que vamos ter de fazer e definir qual e o nosso novo ponto de partida. Durante 30 anos construimos uma sociedade para resolver alguns problemas — o do crescimento economico, o das desigualdade, o do defice de qualificacao, alguns que entram mais tarde na agenda, como a dependencia energetica. Quando olha para tras percebe que o pais faz um esforco, que ha geracoes e geracoes de portugueses que se sacrificaram para termos as escolas que temos, para que os seus filhos pudessem ir para a universidade. Isto e um esforco colectivo. Se o pais vai ser outra coisa, nao pode ser uma decisao de um governo, tem de resultar de um debate publico, de uma consciencia do que e essa outra coisa que vamos ser. Nao gosto de funalizar. O que vejo e uma ausencia de PS em momentos absolutamente criticos e decisivos, uma ausencia da direccao do PS que, por qualquer razao, se abstem e se remete ao silencio, nunca explicando aos portugueses o que pensa sobre os problemas que afligem as pessoas. Vejo como uma dificuldade para que o PS se possa apresentar como alternativa. E sintomatico que, perante os resultados do PISA — que nos inspira confianca uma vez que os resultados melhoraram — nao haver nada para dizer. O ministro nao ter nada para dizer, o lider da oposicao nao ter nada para dizer, uma materia que diz tanto as pessoas, um milhao e meio de jovens que temos na escola, todas as familias estao interessadas em ouvir alguma coisa sobre o que isto significa. Nada. E outros problemas graves. E ha um silencio que nos deixa na duvida sobre se e uma ausencia de programa, de alternativa, de solucao, ou se e pura tactica politica. Ha uma ausencia de direccao do PS na resposta aos problemas que as pessoas sentem. A dificuldade e nao se perceber o que e que vai de facto ser diferente se o PS ganhar as proximas eleicoes, como eu espero que ganhe. Era preciso que fosse evidente. Para adultos propone el turron de oro, con envoltura dorada de chocolate y texturas crujiente y liquida gracias a la crema de avellanas con toffe y las perlas crujientes con chocolate negro "grand cru". Tambien una linea de postres con el cacao como protagonista, como la escultura arbol de Navidad y las bolas navidenas. El alicantino Paco Torreblanca, reconocido como uno de los mejores pasteleros del mundo, suma este ano una nueva elaboracion de inspiracion tropical a su oferta turronera artesanal: el turron de ron Barcelo Imperial, con este destilado, chocolate al 70 %, praline de almendras y avellanas y un panecillo de oro de 23 quilates. En esta linea de utilizar destilados "premium" ha trabajado para estas Navidades el premiado repostero Jose Fernandez, de Nunos Pasteleria (Madrid), quien se ha inspirado en siete postres navidenos de otros tantos paises para crear una linea de turrones de chocolate que armoniza con cocteles, en colaboracion con la multinacional de bebidas alcoholicas Diageo, explica a Efe. Con whisky de Escocia y su tradicional "plum cake" crea un turron especiado con pasas y naranja, y transforma en tronco de Navidad frances en gianduja de leche de avellanas con arandanos y licor de naranja. El rompope guatemalteco se convierte en un ponche con almendras y los bunuelos de Mexico en un turron con miel, anis y tequila. La linea se completa con su adaptacion de las rosquillas de almendra de Holanda, del puding britanico y del plum pudding irlandes, "uno de los que mas gustan" porque es "el mas dulzon" al incorporar crema de whisky, apunta Fernandez. Junto a estos turrones fuera de lo convencional, dulces navidenos de otros paises ganan espacio en las mesas espanolas. Paco Torreblanca introdujo sus versiones artesanales del tradicional panettone italiano -de chocolate, de gianduja y de naranja- con un exito que ha abierto camino en Espana a este postre. Torreblanca, que acuerda de cuando tenia que regalarlos porque "no los vendia", explica que su secreto esta en hacerlo "muy ligero y con los mejores ingredientes". Eso le ha valido que en Italia le piropeen con la frase: "el mejor panettone italiano lo hace un espanol". El consagrado Oriol Balaguer los prepara de chocolate y de frutas, y el joven catalan Miquel Saborit, debuta este ano con una gama de cinco panettones y pandoro "totalmente artesanales, con ingredientes de la maxima calidad y sin aditivos artificiales ni conservantes, a diferencia de la mayoria de los industrializados que se encuentran en las cadenas de supermercados", dice a Efe. Su secreto, detalla, es elaborarlos con masa madre natural cultivada en su obrador de Torello (Barcelona). Sabors, su coleccion de presentacion, se compone del panettone de pasas y fruta, de chocolate y pera, de pasas, fruta y almendras; de cereza negra y pistachos y el pandoro de miel. Yehuda Shaul etait l’un d’entre eux, entre 2001 et 2004. Apres des etudes dans le lycee talmudique d’une colonie juive de Cisjordanie, il a servi trois ans dans le 50e bataillon de la Brigade Nahal. Choque par ce qu’il a vecu, il a fonde « Breaking the silence » (briser le silence) : l’association israelienne recueille et publie des temoignages de soldats, officiers et sous-officiers du Tsahal. « Le livre noir de l’occupation israelienne », Ed. Autrement, 2013 Des centaines de recits, collectes et verifies par l’ONG, qui denoncent « l’occupation » et decrivent les actions de l’armee dans les Territoires, depuis la seconde intifada (2000). Un recueil de temoignages bruts, traduits en francais, vient de paraitre sous le titre « Le Livre noir de l’occupation israelienne » (Ed. Autrement, octobre 2013). Les briseurs de silence disent vouloir montrer la verite, faire du bruit pour lutter contre l’occupation. « On dit, “he les gars il y a une occupation, regardez ce qu’on est en train de faire” », explique Yehuda Shaul sur France 24. Entretien avec Yehuda Shaul sur France 24, en octobre 2013Destructions arbitraires de maisons palestiniennes, arrestations, violences, humiliations... les temoignages, bien que non exhaustifs, sont eclairants sur le mode operatoire de l’armee dans les Territoires. Le tout empreint de violence faite, vue ou ressentie. « Je me suis senti, moi et quelques autres, dans un moment de frenesie, a casser des tables, des portes, a jeter des tas et des tas de papiers dans chaque piece, des trucs comme ca. La folie interieure se libere, juste parce que tu peux, je dirais. » (p. Il y a aussi dans ces recits des coups, des pierres, du sang, des morts. Mais ce qui est precieux et rare, dans tous ces temoignages, c’est de decouvrir le regard des soldats sur leurs propres actions et sur ce qui les depasse. L’une a ete marquee par Moussa, un civil palestinien de 22 ans, avec qui elle a discute plusieurs fois sur le pont Allenby. « Il m’a regarde dans les yeux et il m’a dit : “Je vis dans une prison, je ne peux pas aller a la mer, je veux aller a Tel Aviv, acheter des choses pour ma femme.” Et ca te ronge de l’interieur. Des mots pareils, une situation pareille, tu commences a changer de point de vue. C’est-a-dire, quand je suis arrivee, je me suis engagee dans l’armee tres... je ne sais pas si on peut dire de droite, mais tres motivee... je voulais tout faire pour... Et ton service seme le doute, avec ce que j??ai vecu, j’ai commence a mettre les choses en doute. » (p. D’autres recits parlent de culpabilite – « j’ai honte » – ou d’humanite. Plusieurs soldats disent aussi que les souvenirs les relancent sans cesse. Bataillon Lavi, dans les collines d’Hebron Sud, en 2003.« Il y a eu un incident dont je pense que c’est le plus... c’est le truc que je regrette le plus. C’est la pire chose que j’ai faite pendant tout mon service dans les Territoires. Il y avait ce type qui venait de Yatta et qui voulait passer un barrage. Il se rendait de Yatta a Hebron, a la laiterie. Il y avait un camion plein de recipients pour le lait. Je crois qu’il y avait un couvre-feu a Hebron a ce moment-la. Bref, il n’avait pas le droit de passer. Je l’ai attrape au moment ou il franchissait le barrage, c’etait la troisieme fois de la semaine que j’attrapais le meme type – dans des circonstances differentes, mais le meme type, plus ou moins au meme endroit. J’ai un peu pete les plombs, parce que je l’ai fait sortir... je lui ai dit de descendre du vehicule et tout, mais il s’est mis a protester et a crier, alors j’ai tout de suite fait deux choses : j’ai sorti les menottes et le bandeau. Je suis monte dans la jeep et je l’a amene a la porte. Il etait, je ne sais pas, 10 heures du matin, quelque chose comme ca... et je l’ai relache entre 11 heures et 1 heure du matin. C’est-a-dire, c’etait l’ete... c’est-a-dire, toute la journee. Il avait genre 2 000 litres de lait avec lui et tout a tourne. Ca a dure toute la journee, il est reste a la porte avec les yeux bandes et les mains attachees. Quand j’y repense maintenant, j’ai honte pour deux raisons. Premierement, pour la maniere dont j’ai traite un autre etre humain. Attraper un homme et prendre le controle de sa vie comme ca ? [...] Je l’ai emmene comme un prisonnier, attache. Et personne d’autre n’etait responsable de ca. Ce n’est pas comme si j’avais recu des ordres, vous voyez ? Non, c’est ce que j’ai decide de faire. Et c’etait acceptable. Du point de vue de tous mes superieurs, il n’y avait pas de probleme. OK, tu as arrete quelqu’un, voila comment tu as traite un autre etre humain, mais le fait est qu’il y avait aussi des biens, c’est-a-dire du lait. Quelque chose qui avait une valeur financiere a ete perdu. [... Ce n’est pas un terroriste, il n’etait pas recherche, il ne s’en est pas pris a moi, il ne m’a pas menace avec une arme. C’est un type normal. Quelle etait l’utilite de ce que j’ai fait ? Aucune. Est-ce que ca a contribue a la securite de l’Etat ? Non. J’ai juste fait du mal a quelqu’un. Et ca ne va pas. Brigade Nahal, a Hebron, en 2002.« Il y a cette maison qu’on a investie a Hebron... on l’a prise. Vous connaissez la procedure : la famille descend d’un etage. Qu’est-ce qu’on a fait ? On etait... au troisieme etage, les gars ont installe un tuyau pour pouvoir pisser dehors. Ils ont mis le tuyau, on l’a installe exactement de maniere a ce que la pisse coule dans la cour de la maison en dessous de nous. Il y avait quelques poulaillers, ca coulait dessus. Tous les jours, c’etait la blague, attendre que le pere ou l’un des gamins aille au poulailler et tout le monde se mettait a pisser. Ou bien je me rappelle un ami qui aimait se laver les dents et la bouche avec le bidon puis attendre que quelqu’un passe en bas pour leur cracher dessus. Ca fait partie de... Ca fait partie des choses que tu peux faire, ouais, tu peux faire ca. Personne ne t’en empechera, pas meme les grades sur le terrain, parce que en general ils font partie du consensus, pas des exceptions. C’est un truc qu’on peut faire. Tu peux, a toi de decider si tu le fais ou pas. Il n’y a pas de juge, de jugement. Personne ne te jugera pour ca. Brigade Nahal, a Hebron, en 2009.« Une fois, on a fait une arrestation. Ils jetaient des pierres place Gross, on a ete alertes et ce gamin est apparu. [... 15 ans, il s’appelait Daoud. Donc on l’a arrete. On est descendus de notre vehicule, on lui a couru apres, il etait completement sous le choc. On l’a emmene a Gross, du cote juif, et il s’est mis a pleurer, a hurler en se roulant par terre, tout plein de sueur et de larmes. On ne pouvait rien faire de lui, d’un coup on se retrouvait avec un gamin en pleurs sur les bras, alors que quelques secondes plus tot il jetait des tuiles a Gross, tu meurs d’envie de le reduire en bouillie, on t’a appele dans cette chaleur dementielle. Tu as envie de le tuer mais il pleure. Comme on ne savait pas quoi faire, on l’a garde a tour de role parce que tout le monde craquait quand on restait avec lui, alors on tentait quelque chose puis on partait. A un moment, j’etais avec lui, j’essayais de le calmer parce qu’il etait attache, les yeux bandes, il pleurait, ca lui coulait sur le visage. J’ai commence a le secouer : “Tais-toi, tais-toi, ca suffit maintenant !” Puis on l’a emmene au poste de police, il pleurait encore et les flics ne voulaient pas l’interroger. Ils ne voulaient pas de lui, c’etait tellement agacant, absurde. Au milieu de toute cette pagaille, alors qu’il se roule par terre, le type des communications sort son Motorola. [...] Boum, un coup sur la tete. Il ne voulait pas lui faire de mal. C’etait juste apres deux heures de pleurs insupportables. [...] Je me rappelle, on les detestait. Je les detestais. J’etais tellement raciste, la-bas, j’etais en colere contre leur salete, leur misere, toute la putain de cette situation [...] On a fini par le detacher parce qu’il pleurait, il nous suppliait. Il criait, il etait trempe de sueur, de morve, de larmes. Tu ne sais plus quoi faire. On l’a secoue par desespoir. Ce n’etait pas particulierement violent. Je pense qu’on s’est meme mis a rire, meme maintenant quand j’y repense, dans cette situation tu es completement perdu. Unite Nahal, a Hebron, en 2009.« Les gars de l’equipe de commandement avance... nous disaient tout le temps qu’ils frappaient des Arabes pour rire. En patrouille... ils les frappent tout le temps, mais il y a eu une fois en particulier... Un jour, on a recu une alerte. [...] On s’est rendus au checkpoint de la pharmacie. Il y avait deux ou trois gamins qui refusaient de passer par le detecteur de metaux. On a arrete la jeep, il est descendu et a emmene un garcon dans une ruelle. [... Il... Je le vois comme dans un film. Il s’est mis face au gamin, qui etait tout pres du mur, il s’est mis face a lui, l’a regarde une seconde puis il l’a etrangle avec le... il l’a tenu comme ca avec son coude. [... Il l’a etrangle contre le mur. Le gamin s’est enrage, le commandant lui hurlait dessus, en hebreu, pas en arabe. Puis il l’a relache. Le gamin a leve les mains pour s’essuyer les yeux, et le commandant l’a frappe. Le gamin a laisse retomber ses bras, il a arrete de se frotter les yeux. Il a garde les mains le long du corps, puis les gifles ont commence. De plus en plus. Des coups. Et des cris. Le gamin s’est mis a hurler, ca faisait peur, les gens se sont mis a contourner le checkpoint pour regarder dans la ruelle. Je me rappelle que le commandant est sorti en disant : “C’est bon, tout va bien.” Il a crie au gamin : “Bouge pas, reste la.” Il est sorti en disant que tout allait bien, il a appele le commandant d’escouade du checkpoint, il s’est mis face au gamin et il a dit : “Voila comment on s’occupe d’eux.” Puis il a encore donne deux claques au gamin et l’a laisse partir. C’est une histoire folle, je me rappelle que je suis reste dans le vehicule, a regarder, et que je me suis dit : j’ai attendu une situation comme celle-la pendant trois ans. Depuis le jour ou je me suis engage, je voulais empecher ce genre de chose, et voila que je ne fais rien, que je choisis de ne rien faire. Est-ce que c’est acceptable ?
